In 2024, the French government launched a €109 billion national AI investment plan, with a major portion dedicated to building AI-ready infrastructure. The goal is to establish 35 AI-dedicated data centers across the country, all designated as “infrastructure of major national interest”. This special status helps fast-track construction, zoning, and grid access, removing red tape that typically slows tech deployment. Unlike many other countries, France can leverage its nuclear-dominated energy mix (around 90% clean), making these facilities highly sustainable and minimizing the carbon footprint of large-scale AI training.

Global Support & Partnerships France’s ambition is bolstered by massive foreign investments and public-private collaborations:

UAE sovereign wealth funds and Canada’s Brookfield Asset Management are jointly investing over €70 billion in building hyperscale data centers across France. These centers will provide the computational muscle needed to train and run large language models and other AI systems. EDF (Électricité de France), the country’s primary energy provider, and Mistral AI, one of Europe’s leading open-source LLM startups, are partnering to build a 1-gigawatt AI data campus in Essonne (south of Paris). This site will house 18,000 high-performance NVIDIA GPUs, making it one of Europe’s most powerful AI compute hubs.

This infrastructure build-out is France’s answer to U.S. Big Tech dominance—aiming to create sovereign, scalable compute capacity that doesn’t rely on Amazon, Microsoft, or Google data centers.
